Can RiverGIS be used in Mac QGIS? I'm running QGIS 2.18 on macOS 10.13.6 (HighSierra).

It was not tested on any MacOS by developers. You could definitely give it a try, though. You need a working connection to a PostgreSQL database with PostGIS spatial extension - it doesn't have to be on the same machine.
